Saudi Arabia migrant expulsions: 'They beat us. I want to warn others not to go

More than 100,000 Ethiopian men, women and children have been expelled from the kingdom as labour rules tighten

Abdulla Shahmola trudges up the road leading from Addis Ababa airport to the outskirts of the city, his battered black suitcase balanced precariously on his head. Weariness and relief are etched into his delicate features as he heaves his heavy bag to the floor. "I have so many possessions that I had to leave behind in Saudi Arabia – a television, a bed, a fridge," he laments, adding that he is thankful to be back in Ethiopia.
Abdulla is one of hundreds of men, women and children steadily streaming from the airport cargo terminal, where up to 20 flights have been arriving daily from Jeddah and Riyadh since 13 November. A kilometre's walk from the hastily erected transit centre, which has been processing some 7,000 returning migrants each day, a small crowd, held back by federal police officers in blue military fatigues, waits anxiously for a glimpse of a loved one.
As of 8 December, 115,465 Ethiopians – 72,780 men, 37,092 women and 5,593 children, 202 of whom were unaccompanied – had returned from Saudi Arabia, according to government figures. The migrants, most of whom were in Saudi Arabia without work permits, were expelled after atightening of labour regulations in March and the expiration of an amnesty for illegal workers on 4 November.
More than a million migrant workers from across Asia have been expelled from the kingdom as part of the crackdown, which is designed to get more Saudis into jobs and reduce the high unemployment rate.
The crackdown has triggered clashes in the capital, Riyadh, in which three Ethiopians were reportedly killed, sparking outrage in Ethiopia.
"They beat us," alleges Abdulla. He reaches into his pocket, pulls out his mobile phone and opens images of badly beaten Ethiopians, singling out one man whose throat appears to have been slit. His friends do the same, thrusting forward their mobiles. "I saw people killed. They are murderers," he hisses.
He says he has spent the past month in an overcrowded Saudi prison. "There were 900 people in one place. After 24 hours they gave us small things – water, a little food. They called the embassy." He claims the detainees had to buy their own food and water at great expense.
Hawa Gizawi, 20, who worked as a domestic servant in Oman and Saudi Arabia for the past four years, also maintains that she was mistreated while in custody awaiting repatriation. "I spent 15 days in prison in Jeddah – no food, no toilet, no hospital. They don't respect our human rights," she says, adding that her employers withheld her wages for a year. "I don't want to go back to Saudi Arabia and I want to warn others not to go."
The International Organisation for Migration (IOM), which is supporting the Ethiopian government in dealing with the unexpected influx of returnees, has expressed concern about the physical and mental condition of the returnees, describing them as being "traumatised, anxious and seriously sick".
Merenasch Selfu, a nurse at one of the seven transit centres in Addis Ababa receiving repatriates, says many of her patients have upper respiratory tract infections. "The women say there were held in places with no latrines, poor sanitation and no air conditioning, and that is why they developed a cough," she explains.
She has also treated women with newborn babies as well as those in the late stages of pregnancy. "The day before yesterday one women arrived at the centre showing the early signs of labour," Merenasch says. She estimates that some 2%-3% of those treated at the centre show symptoms of depression or psychosis and confirms she has examined women who claim to have suffered sexual abuse.
The Ethiopian government is providing additional medical and psychological support for the migrants who need it. However, officials admit to being ill-prepared for the massive influx of returnees.
"Frankly speaking, we organised ourselves for very few people – up to 25,000," says Tadesse Bekele, deputy director of the ministry of agriculture's disaster risk management and food security directorate. "Reception and transit centres may not have facilities equal to the number of people being accommodated so for that we are organising alternatives. For example, we are deploying mobile latrines in places where we may have only two or three [toilets] to serve a thousand people."
That said, the government – with assistance from UN agencies and NGOs, as well as contributions from the private sector – seems to be managing the emergency efficiently.
Negussie Kefeni, co-ordinator of a transit centre in the heart of Addis Ababa, says the previous night the facility housed 1,399 women and 80 children – more than double the number it was intended to serve. All traces of that inundation have vanished, however. Clean mattresses and blankets have been neatly laid out, the floors swept and washed, the bathrooms disinfected and the water tanks replenished.
"This kind of operation is not the first exercise of its kind in Ethiopia. We have been working with refugees from Asmara [capital of Eritrea] in three cities in Afar," says Negussie.
Rows of chairs are set up under the trees, injera and wot are ready to be served, and hundreds of dignity kits – containing basic hygiene necessities – have been assembled, and a 900birr ($47) travel allowance awaits the new arrivals. As the first bus pulls up outside the transit centre, and the burka-clad women disembark, volunteers and staff from the Red Cross, International Rescue, IOM and various government departments welcome the disoriented returnees to the penultimate stop on their traumatic journey home.

zimbabwe: More SA-bound Ethiopian illegals arrested

A GROUP of nine suspected illegal immigrants from Ethiopia are giving court officials in Gweru headaches as they struggle to prosecute them because they do not speak english.

The group appeared in court last week but the case was deferred to allow the officials to find an interpreter who understands the Ethiopians’ language. 

According to prosecutor, Bernard Nyoni, all the Ethiopians do not understand English.
“We experienced challenges in communication,” he said.

“The Ethiopians could not understand English or any local language, neither could we understand theirs. We remanded all the nine suspects in custody since they had had no known address. They will be coming back to court on Friday.”

Court officials were busy last Friday phoning different offices, including the Ethiopian embassy, in search of an interpreter to no avail.

Police arrested the Ethiopians last week Tuesday after a Toyota Quantum allegedly ferrying them to South Africa was involved in a road accident at Vungu River Bridge just outside Gweru.
According to the state at about 4am, the illegals, who were accompanied by three locals, boarded a Toyota Quantum driven by Gabriel Murindangomo at Wimpy Garage in Gweru.
Nyoni said the Zimbabwean nationals told driver that the Ethiopians were going to Bulawayo and would each pay $30 for the trip which usually costs $5. The fares would however, be paid by a man in Bulawayo.

As they were driving towards Bulawayo, the vehicle was involved in an accident, resulting in the injury of the Ethiopians.

The Zimbabweans accompanying them quickly disappeared from the scene before the arrival of the police, leaving Murindagomo with the Ethiopians.

Prosecutors said the injured Ethiopians were taken to Gweru Provincial Hospital where they were treated and discharged. 

Police and immigration officers would later discover that all nine did not have any passports or identification particulars leading to their arrest.

Investigators believe the nine are part of a larger group of illegal immigrants from Ethiopia in Zimbabwe.

Last week police raided a house in Bulawayo’s Emganwini Suburb and arrested 12 Ethiopians who were in the country without valid travel documents.

They were not asked to plead when they appeared before magistrate, Mildred Matuvi last Friday on charges of entering into Zimbabwe without valid travel documents.

ወቅቱ የኦሮሞ ህዝብ በይበልጥ ታጥቆ ራሱን የሚከላከልበት እንጂ ባህላዊ ትጥቁ ሳይቀር በጠላት የሚፈታበት ወቅት ሊሆን ኣይገባም
የወያኔ መንግስት የኦሮሞን ህዝብ ዋነኛ የጥቃት ኢላማው በማድረግ ካለፉት ስርኣቶች ሁሉ የከፋ ስለመሆኑ ኣያጠያይቅም። በተቻለለት መንገድ ሁሉ ይህን ህዝብ በማዋረድና በማዳከም ላይ ሲተጋ ይታያል። ወያኔ ለሁለት ኣበይት ጥቅሞች ሲል ከኦሮሞ ህዝብ ጫንቃ ላይ ኣለመውረድን ኣሻፈረኝ ብሏል። የመጀመሪያው የኢኮኖሚ ጥቅም ነው። የኦሮምያን ሃብት ዘርፎ ጡንቻውን እያፈረጠመበት የኣገዛዝ እድሜውን ያራዝምበታል። የወደፊት ኣገሩንም ይገነባበታል። ሁለተኛው የፖለቲካ ጥቅም ነው። ኣለምን በሚያታልልበት የውሸት ዴሞክራሲያዊው ስርኣት ውስጥ የዚህን ብዙሃን ህዝብ ድምጽ በሃይል እየነጠቀ በኣገሪቷ መሰረተ-ሰፊ ድጋፍ ያለው መንግስት ራሱን ኣስመስሎ ኣውጇል። በይስሙላ ፓርላማው ውስጥ በኢህኣዴግ ኣባልነት ብዙሃኑን ወንበር ይዞ ሁሌም ስርኣቱን ከሽንፈት ኣደጋ ሲታደግ የምናየው የኦሮሞን ህዝብ ድምጽ ያላንዳች ጠንካራ የኦሮሞ ተቃዋሚ ፓርቲ ተሳትፎ ራሱ ጠቅልሎት የያዘው ኦፒዲኦ ነው።
የወያኔ መንግስት እነዚህን ሁለት ኣበይት ጥቅሞቹን ለማስጠበቅ ሲል ኦሮሞን ኣስፈራርቶ በኣገዛዙ ስር ለማስቀጠል ደፋ ቀና ይላል። ከህዝቡ መሃል የታጠቁ ወገኖችን ትጥቅ ማስፈታት፣ ከጎሮቤቶቹ ህዝቦች ጋር ማጋጨት፣ ኦነግን ትደግፋለህ እያለው መዝረፍና ማሰር፣ ከዚህም ኣልፎ መግደል ላለፉት 22 ኣመታት ዋነኞቹ የስርኣቱ ተግባሮች ነበሩ። በማንኛውም መልኩ የኦሮሞ ህዝብ ክንድ ጠንክሮ ስጋት ላይ እንዳይጥለው ከመግታት ቦዝኖ ኣያውቅም። በቅርቡ ከምስራቅ ኦሮምያ የሚወጡ መረጃዎች የሚጠቁሙትም ይህንኑ ኣውነታ የሚመሰክር ነው። በነዚህ መረጃዎች መሰረት የወያኔ መንግስት ምእራብ ሃረርጌ ውስጥ የኦሮሞ ተወላጆችን ትጥቅ በማስፈታት ዘመቻ ተጠምዷል። የሚገርመው ደግሞ ከህዝቡ ላይ የሚፈቱት ዘመናዊ የጦር መሳሪያዎች ሳይሆኑ ባህላዊ የልማትና የጦር መሳሪያዎች መሆኑ ነው። ኦሮሞ ዘመናዊ የጦር መሳሪያ መታጠቅ ይቅርና ባህላዊ መሳሪያውን ሳይቀር እንዲፈታ እየተገደደ ነው። በተለይም ጉባ ቆሪቻ እና ገመቺስ ወረዳዎች ውስጥ የስርኣቱ ተላላኪዎች መንጫ በመባል የሚታወቀውን ባህላዊ መሳሪያ ከህዝቡ ላይ የመቀማት ዘመቻ ላይ ተሰማርተዋል። በምስራቅ ኦሮምያው ህዝባችን ዘንድ መንጫ ከበርካታ ክፍለ ዘመናት በፊት ጀምሮ የልማትና የመከላከያ መሳሪያ በመሆን የሚታወቅ ነው። ይህ ብቻም ሳይሆን መንጫ የኦሮሞ ህዝብ የባህል ቅርስም ነው። በዚህ የኦሮምያ ክፍል መንጫ የማንነት መገለጫ ባህል ኣካል በመሆን በዘፈንና በጭፈራ ወቅት ጥቅም ላይ ይውላል። በባህል ኣልባሳት ተውቦ መንጫ በመያዝ ሸጎዬ መጨፈር ከጥንት ጀምሮ የኦሮሞ ህዝብ ባህል ኣካል ነው። በተጨማሪም ቀደም ሲል እንደ ተጠቀሰው መንጫ የልማት መሳሪያም እንደመሆኑ መጠን ገጀራ፣ መጥረቢያና ማጭድ ከመሳሰሉት ቁሳቁሶች ጋር ተመሳሳይ ኣገልግሎት ይሰጣል።
ይህን ባህላዊ መሳሪያ ከህዝቡ ላይ ለመቀማቱ ዘመቻ የተሰጠው መሰረተ ቢስ ምክንያት ደግሞ ‘ህዝቡ በመንጫ እየተጨፋጨፈ ነውና መሳሪያውን ከህዝቡ ኣሰባስበን ወደ ብረት ፋብሪካ በመላክ ወደ ምርት መሳሪያነት እንቀይራለን’ የሚል ነው። ይህ ነጭ ውሸት መሆኑን ህዝባችን በውል መገንዘብ ይኖርበታል። ማንኛውም ዜጋ በዚህ ተራ የወያኔ ቅጥፈት መታለል ኣይገባውም። ከጥንት ጀምሮ በዚህ መሳሪያ በኣግባቡ ሲጠቀም የኖረ ህዝብ ዛሬ ላይ ምን ኣግኝቶት በመንጫ ይጨፋጨፋል? በሃይለ ስላሴና በደርግ መንግስታት ዘመን ኣንድም ጊዜ ኣደገኛነቱ ተነግሮ የማያውቀው መንጫ ዛሬ በወያኔው ዘመን ለምን ለውግዘት በቃ? ይህ ስርኣት ከማናቸውም የኢትዮጵያ ክልሎች በተለየ ሁኔታ ኦሮምያ ላይ በማነጣጠር በተለይም የኦሮሞ ህዝብ መሬት ተቆርሶ ሆን ተብሎ ወደ ሶማሊ ክልል እየተካለለ ባለበት ምስራቅ ኦሮምያ ላይ ይህን መሰል ባህላዊ መሳሪያ የማስፈታት ዘመቻ ለምን ኣስፈለገው? ህዝቡ እነዚህንና የመሳሰሉትን ኣበይት ጥያቄዎችን ማንሳት ኣለበት። የጥያቄዎቹ መልስም እንደሚከተለው ነው።
የዚህ ስርኣት ትልቁ ኣላማ የኦሮሞን ህዝብ ባህላዊ ትጥቁ ሳይቀር ኣስፈትቶት ባዶ እጁን በማስቀረት እንደፈለገው ረግጦ መግዛት ነው። ወያኔ ምስራቅ ኦሮምያ ውስጥ ሁለት ተያያዥ ጸረ ኦሮሞ ዘመቻዎችን ኣንድ ላይ እያከናወነ ይገኛል። ባንድ ወገን የኦሮሞን ህዝብ ኣንጡራ መሬት ቆርሶ ወደ ሶማሊ ክልል በማካለል በሁለቱ ወንድማማች ህዝቦች መካከል ኣደገኛ ግጭት እንዲፈጠር ኣያሰሬ ነው። ‘ልዩ ሃይል’ በተሰኘው ሰራዊቱ ኣማካኝነት ኦሮሞውን ከቀዬው ሲያፈናቅል በተቃራኒው ደግሞ ሶማሊዎችን እስከ ኣፍንጫቸው እያስታጠቀ በኦሮሞ ቀዬ ላይ ያሰፍራል። ከዚሁ ጎን ለጎን በሁለተኛ ተግባርነት የተያያዘው ኦሮሞን ትጥቅ የማስፈታት ዘመቻ ነው። ኦሮሞ ባህላዊ ትጥቁን ሳይቀር ፈትቶ ባዶ እጁን ቀርቶ በቀላሉ እንዲመታ ለማመቻቸት የተያዘ ዘመቻ መሆኑ ነው። ኦሮሞው ቀዬው ላይ ጠመንጃ ቀርቶ ባህላዊ የመከላከያ መሳሪያ እንኩዋን እንዲፈታ በሚገደድበት በዚህ ወቅት ሌላ ሃይል ደግሞ ዘመናዊ ጠመንጃዎችን እስከ ኣፍንጫው ታጥቆ ኦሮምያ መሬት ላይ እንዲሰፍር እገዛ ይደረግለታል። ከዚህ እርምጃ በላይ በኦሮሞ ህዝብ ላይ የተቃጣ ጠላታዊ ጥቃት ታይቶ ኣይታወቅም። በኢትዮጵያ ታሪክ ውስጥ ደርግም ሆነ ከሱ በፊት የነበሩ የፊውዳል ስርኣቶች ኦሮሞ ላይ ብቻ ባነጣጠረ መልኩ ባህላዊ የጦር መሳሪያ ሲያስፈቱ ተሰምቶ ኣያውቅም። ወያኔ ከቀደሙት ስርኣቶች በከፋ መልኩ የኦሮሞ ህዝብ ደመኛ ጠላት መሆኑን ለማረጋገጥ ከዚህ የበለጠ መረጃ ኣያስፈልግም።
ኣሁን በምስራቅ ኦሮምያ የተያዘው ዘመቻ ወደተቀሩት የኦሮምያ ክፍሎችም እንደሚዛመት ከስርኣቱ እኩይ ልምድ መረዳት ይቻላል። የወያኔ ኣላማ ኦሮሞን እንደ ኦሮሞነቱ ባዶ እጅ በማስቀረት በቀላል ጥቃት ማንበርከክ ነውና። ስለሆነም ይህ የከፋ መንግስት ያሰናዳለትን ጥቃት መክቶ ለመመለስ ህዝቡ ካለበት ሁሉ ማመጽ ይጠበቅበታል። የምስራቁም ሆነ የማንኛውም የኦሮምያ ክፍል ህዝባችን የወያኔን ትጥቅ የማስፈታት ዘመቻ ከማክሸፍ ኣልፎ በስርኣቱ ላይ የመልሶ ማጥቃት ክንዱን ማንሳት ኣስፈላጊ ሆኗል። የኦሮሞ ህዝብ በማንኛውም የስርኣቱ ማታለያ መደናገር የለበትም። ‘የጦር መሳሪያን ወደ ልማት መሳሪያ ለመቀየር የተያዘ ዘመቻ ነው’ የሚለው የጠላት ማታለያ ከቶ ህዝባችንን ማሳሳት የለበትም። በኣለማችን ላይ ማንኛውም ህዝብ ለልማት ከሚገለገልባቸው መሳሪያዎች በተጨማሪ ባህላዊ ወይም ዘመናዊ የጦር መሳሪያዎችም ይኖሩታል። የሰው ልጅ እንደ ማጭድ፣ ገጀራና ኣካፋ ባሉት መሳሪያዎች የልማት ስራውን እንደሚያከናውነው ሁሉ ጦር፣ ጎራዴና መንጫ በመሳሰሉት መሳሪያዎች ደግሞ ከጠላት ጥቃት ራሱን ይከላከላልባቸዋል። ከኣደገኛ የዱር ኣራዊቶችም ራሱን ይጠብቅባቸዋል። ይህ የሰው ልጅ ራሱን የመከላከል ተፈጥሮኣዊ መብት ነው። ይህንን ሰብኣዊ መብት ለመግፈፍ የሚደረግ ሙከራ ሲያጋጥም ደግሞ በጋራ ክንድ መቀልበስ የግድ ይሆናል። መንጫም ሆነ ሌላ ማንኛውንም ባህላዊ የጦር መሳሪያ ከህዝቡ ለመቀማት መንደር ለመንደር የሚንከላወሱ የጠላት ተላላኪዎች የህዝቡ የተባበረ ክንድ መቅመስ ይገባቸዋል። ህዝባችን ማንኛውንም ኣይነት ትጥቁን ፍታ ሲባል መፍታት፣ ተንበርከክ ሲባል መንበርከክ ካሁን በሁዋላ ኣስነዋሪና መቆም ያለበት ነው።
በጥቅሉ የወያኔ መንግስት የኦሮሞን ህዝብ ፈርቶ ባህላዊ መሳሪያው ሳይቀር ለማስፈታት የተነሳበት ምክንያት ግልጽ ነው። በመላው ኦሮምያ ህዝቡ በተለያዩ መንገዶች በስርኣቱ ላይ ያፋፋመው የኣልገዛም ባይነት ንቅናቄ ከቁጥጥሩ ውጭ ከሚወጣበት ደረጃ መቃረቡ ነው። በትጥቅ ትግል ላይ ከተሰማሩት ቆራጥ የኦሮሞ ልጆች በተጨማሪ እዚያው የስርኣቱ ጉያ ስር ሆነው በወያኔ ኣደገኛ ካድሬዎች ላይ ኣስደማሚ የጥቃት እርምጃ የሚወስዱ ጀግኖች መበራከታቸው ስርኣቱን ክፉኛ ኣስበርግጎታል። በዚህ ሁኔታ ከቀጠለ ኦሮምያ ከኣጭር ጊዜ በሁዋላ ከእጁ ልታመልጥ መሆኑ ለስርኣቱ የገባው ይመስላል። ለዚህ ደግሞ እንደ መፍትሄ መውሰድ የመረጠው እርምጃ ኦሮሞን ማንኛውም ትጥቅ ኣልባ ማድረግ፣ እርስ በራሱና ከጎሮቤቶቹ ጋር ማጋጨት፣ ባጠቃላይ ከውስጥና ከውጭ ህዝቡን ሰላም ነስቶት የትግል ክንዱን ማላሸቅ ሆኗል። ህዝባችን ግን ይህ የጠላት ምኞት እንዳይሳካ በተባበረ ክንድ መፋለም ብቸኛ ምርጫው ሆኗል። ህሊና ያላቸው የኦፒዲኦ ኣባላት ሳይቀሩ ነገ ከማይቀርላቸው የታሪክ ተጠያቂነት ለመዳን ከፈለጉ ኣንዲህ ባለው ወቅት ህዝባቸው ላይ የሚፈጸመውን ግፍ በግልጽ መቃወም ይጠበቅባቸዋል።
ወቅቱ ለኦሮሞ ህዝብ ተጨማሪ ዘመናዊ መሳሪያዎችን በሚገባ በመታጠቅ ራስን የሚከላከሉበት እንጂ ባህላዊ መሳሪያም ሳይቀር የሚፈቱበት ወቅት ሊሆን ኣይገባም። በተለይም ወጣቱ ትውልድ ቄሮው ኣንደ ቄሮነቱ ባለበት ሁሉ ተደራጅቶ ዘመናዊ የጦር መሳሪያዎችን ከጠላት እጅ እየነጠቀ በመታጠቅ እየተዋረደ ያለውን ህዝቡን ከውርደት ማዳን የወቅቱ ጥያቄ ነው።
