No Amount of Doctors’ Training Can Change the Equation, but a Just System that Motivates and Continues to Inspire the Educated to Serve, and Serve Again!

The following piece is in response to an article published onAyyaantuu.com about the brain-drain of physicians and other skilled professionals from Ethiopia and other parts of Africa to Canada and other western countries. This is not a new story to many people. What is rather new to some of us is the Ethiopian government’s strategy to deal with this tragedy by over producing physicians.
I read this story a day after I called a 36-year school director, who ended up in a hospital, 100km away from his home town only because he had a headache and was found to have high blood-pressure, and given some medicine to control it. Actually, he lives in a town where there is a district hospital. I spoke with the same person 2 days before, and to my best knowledge, he was in good state of health. When I called to speak with him again, his phone was answered by his wife, who told me that he was receiving an urgent care in a hospital. I asked to speak with him, asked him how he felt and what medicine he was given. His blood-pressure, at the time I spoke with him, was not elevated. I realized that the unfortunate teacher was suffering not from hypertensive emergency, but the side effects of the wrong blood-pressure medication, about which neither the patient nor the health professional had any idea that it could be causing his symptoms. His wife initially told me that they were planning to take him to a higher-level immediately if he had not felt better. He had been given two medicines, which he continued to use them thinking that his blood-pressure was getting out of control and causing his profound dizziness. You can imagine the financial impact of such poor quality of care. It could cost this teacher thousands of Birr/dollars until he gets to a tertiary care level or a dedicated physician who reviews his medication, listens to his story well and tells him to stop taking the wrong medicine he had been put on. This is the story of thousands of people – if not every day, every week, in a country where the government’s policy is to deal with the massive exodus of physicians by overproducing physicians and saturating the domestic market.
They have no strategy of retaining the best of the best, but have strategies to use the worst of the worst from all communities of people to rule over them indefinitely. To get back to the main reason why I decided to write this short piece: reflecting on my own trajectory from a “committed subject” willing to serve his country to someone soon-to-be-a-professional selling his service for a fee in a western country.
“According to Canada-based CUSO International, between 1990 and 2006, Ethiopia trained 3,700 doctors. Only 700 of them stayed to work there. Africa’s health-care system isn’t the only sector hemorrhaging skilled workers — there are more African-born engineers and scientists living in Canada and the U.S. than in all of Africa.”
Reading this story on Ayyaantuu.com made me think about circumstances that forced me to leave my country for a time being. Fresh out of a medical school, I went to the Oromiya Health Bureau and asked the Head to assign me to the Borana zone, which was, back then, one of the few zones physicians avoided going to at any cost. There was tremendous violence, even against physicians, and the economic deprivation of the local communities was unparalleled anywhere in Ethiopia, except Ogaden and parts of Hararge. Borana was occupied by thousands of TPLF soldiers stationed in almost all towns and major checkpoints and camps. Nobody wanted to go to Borana unless they had no other options – that was the situation 13 years ago.
Per my request, I was assigned to Borana, and I went there with a letter and asked the Head of the Zonal Health Department, Dr. Assefa Sime, to assign me to the most disadvantaged Health Center (HC) so that I could serve the poorest of the poor, and the most marginalized and difficult to reach population of the zone.
Here are some of the facts; Borana was the most liked place by physicians before the fall of Derg regime (because of lucrative contraband business, and the good financial status of the Borana and a grateful community), and it became the most unpopular few years later after the coming to power of the current regime. Moyale was a thriving business town which even attracted the sister of a Prime Minister to invest in a hotel industry. Years later, it became a military garrison – home to thousands of TPLF soldiers watching, at times, arming local communities to destroy each other. A few years before I came to Borana, there were 13 physicians in the Nagelle Borana Hospital (NBH), and 2-3 physicians in almost all Health Centers (HC). When I came there in 2000, there were only 3 general practitioners (GP’s) and 1 surgeon in NBH. They all had left in a matter of few years. There was a similar trend in almost all zones of Oromiya. There were more doctors in the capital, Addis Ababa (Finfinne), than in the rest of the country. Oromiya’s health facilities were to be “ghost places.”
The zonal health administration told me that they could not assign a doctor to HC when the zonal hospitals were almost empty. There were only 3 physicians in the brand new Bule Hora Hospital. Each of these hospitals were serving more than 1.5-million population at the time. As a result, I was assigned to work in the Nagelle Borana Hospital. A few months later, I had to go to the Taltalle District to supervise the National Polio Eradication Campaign.
Taltalle is a 10,000-sqkm wide district – its size is bigger than the North Shawa zone of Oromiya. We had only one car to conduct supervision, which lasted only for a few days in this big district. A certain European expatriate working for an international NGO (non-governmental organization) – who worked in Kosovo before coming to work in Taltalle – told me that Taltalle was actually bigger than Kosovo. There was no vehicle assigned to the HC, and there was no district health office. El-Dima, a police post at the Ethio-Kenya border during the Haile Selassie regime, is 105km from Millami, the main town. I had to travel to El-Dima from Millami on foot, back and forth – fresh out of high school. That was how teachers and health care workers used to travel to reach several communities in the Taltalle district. It was a difficult campaign to supervise.
Once I was there, I decided to go to Waata Wondo, a place no physician had ever set their feet on. It is only 60km from Millami. However, because of lack of road infrastructure, we had to take the longest route, through Birindar. Konso, across the Weyto River and the desert to reach Waata Wondo from the back. We had to take a better route – better is a relative term. Look at the picture below if you want to know how good that road had been.

However, getting there was similar to making a spiritual journey. I lack words to express the feelings afterwards. The pride of being there, taking all the risks and personal hardships. It is, after all, a service to my country and my people. Being there for my people, against all odds and challenges! That is what I ask all physicians in training back home to consider. Graduate, be bold, and go to even the most disadvantaged and hard to reach areas, serve! You will be proud of your service to your country at the prime of your life. Always think about staying and working, and of course, cooperating with others in changing the political system to a system which is based on the best interests of all its peoples. Our vision to have a government of the people, by the people is probably the panacea. No amount of doctors’ training can change the equation, but a just system that motivates and continues to inspire the educated to serve, and serve again!

The Oromo Federalist Congress (OFC) launches Oromo Youth League (OYL)

IMG_0284_29The Oromo Federalist Congress (OFC) has launched the Oromo Youth League (OYL) on the 25th of January, 2014. The League is expected to organize and mobilize youths in Oromia Zones to peacefully and lawfully struggle for a democratic system that respects the social, economic, and political rights of the Oromo people in Ethiopia. Out of 18 zones in Oromia, 12 zones sent their representatives who in turn elected the 11 member executive committees in the presence of the Charman of OFC, Merera Gudina (Phd.), and the Secretary, Obbo Bekele Nega. The 11 Executive Committees that were elected by the members of the league are:

The Ogaden conflict affects millions of lives in the Horn of Africa have being going on for a very long time. Hundreds of thousands of refugees were displaced during this conflict and countless number lost their lives. All the countries in the Horn of Africa suffered and still suffer as a consequence of this conflict.
In October 2012, a glimmer of hope for a possible solution started when the Kenyan government undertook to mediate between ONLF and Ethiopia. Although the initial talks stalled, still the Kenyan government persisted in its endeavor to continue the dialogue.
In the middle of diplomacy shuttle by the Kenyan government, the Ethiopian security abducted two seniors ONLF leaders in Nairobi on 26th January 2014. The leaders were part of the negotiation team, who were waiting for the resumption of talks.
The Ogaden community was also aware that the Ethiopian government was facing enormous pressure from the international community to re-engage in the talk after it withdrew last year for flimsy reasons and start serious talks in order to settle the Ogaden conflict. Therefore we assume that the Ethiopian regime conducted this unethical operation in order to kill any hope of continuing the talks and deal a deadly blow to the Kenyan effort.
In light of that, the Ogaden community in South Africa condemns this vile action. Ethiopia thinks it is the holy cow in Horn of Africa, and that nobody could hold it actions accountable since it was never made accountable for its human rights violation in Ogaden region and the rest of the Horn of Africa, including Ethiopia.
The Ogaden community calls up the Somali people in Ogaden to strengthen their struggle and show the world and Ethiopia that intimidation and barbarity will not stop the march to freedom.
Finally the Ogaden community calls on all international community, human rights organisations and other civil organisations to condemn this callous action and ask the Ethiopia regime to return the abductees.

‘Evils must be challenged’ the Sidama human Rights Defender advices!!

(Revealing Shiferaw Shugute’s wicked acts against the rights of Sidama Nation)

Kaala Baqaala Wariyo, one of Sidama's human rights defender intellectuals emphasises that, an evil minded individual could obliviously continue with his/her wicked actions against the fundamental rights of citizens if left unchallenged by those against whom he/she commits crimes. To this light, he brings the aspects of Sidama nation’s on going quest for constitutional rights which was illegally and unconstitutionally denied by the regime in power- for the last 22 years. He further recalls that for this very reason, hundreds of Sidama civilians were slaughtered in broad day light by the army and security forces of the regime whilst peacefully and non-violently demanding the aforementioned rights.

Kaala Wariyyo reminds us all once again that the Sidama civilians have paid ultimate sacrifices with their precious lives although their death still remain in vain as long the noble cause they have been massacred for isn't constitutionally and legally responded and those who’re responsible aren’t brought to justices. Until then, the souls of Looqqe massacred Sidama civilians cry for justice to be served on their behalf. Their spirits lingers seeking rights to fundamental respects to individual and collective rights for which they have been slaughtered to be materialised.  

There are variety of reasons for the failure of the Sidama nation to succeed in asserting their constitutional rights to regional self-determination in addition to others gross violation of human rights common in the entire empire. Needless mentioning, the regime in power is Sidama nations’ adversary number one. The first and foremost, Mr Wariyyo says, are a handpicked Sidamas’ pariah cadres such as ‘Shiferaw Shigute’ who is for his past and present anti-Sidama actions rewarded by the regime in power therefore he keeps moving upward in the regime’s authority ladder. He is no body without his anti-Sidama campaign, sadly watering down on the Sidama nation’s needs under whose name he is given these privileges.   

Thus, Mr Wariyyo adds, hundreds of Sidama civilians became the victims of government and its cadres’ orchestrated crime against humanity despite unambiguous clarity stated in Ethiopia's constitution that allows nations and nationalities to the extent of secession let alone becoming regionally self-administrative which is given to others nations and nationalities of Ethiopia. No one is held accountable for their crimes against the massacred Sidama civilians either.

The Sidama nation was denied these rights time and again. It was primarily granted in 1993/4 for brief period of time when today’s amalgamated- pressure cooker SNNPR’s were 5 independent regional self-administrations partitioned based on socio-culturally, linguistically and others attributes that helps nations with similar background to coexist peacefully and fraternally. These 5 independent regional constitutional arrangements subsequently reversed by the sole decision of late PM Meles Zenawi without the knowledge and agreements of his pseudo-parliamentarians who uttered no word. Ever since the people of Sidama nation are hunted down like antelopes for asking for its reinstallation. Since the late PM reversed the previous arrangements to create the aforementioned SNNPR, he had lied to the Sidama nation on several occasions; physically going to Sidama region, promising to the Sidama SONGO (elders council and Sidama Zonal general assembly where all unanimously agreed that the Sidama to be regionally self-administrative); that the Sidama nation will be regionally self -administrative once he wins election after election simply kidding our peoples by hoodwinking the nation with his usual deceits and pretences.  

In particular when TPLF/EPRDF was shocked by unexpected ground slide victory of the then Amhara dominated Kinjit; Meles’s regime needed the support of the SNNPR with particular focus on the largest ethnic nationals in the south, the Sidama. For this reason, once again he has physically travelled to Sidama Zone where he had officially announced that once the 2005’s election is over with his party’s victory; the Sidama nation will be regionally self-administrative. Similar unfulfilled promises were made on previous two occasions for which he gravelly apologised stating that the Sidama nation will be regionally independent for sure after this particular victory. The Sidama nation voted for his party as promised, yet the Sidama wasn’t granted its regional autonomy until he was given a final farewell after he has been called by the supernatural power. His promises remained just a simple lie and deceit.

Therefore, the Sidama elders cursed him on several occasions for his failure to fulfil his promises. The Sidama elders who had genuinely thought that he was telling the truth, failing to understand the heinousness of the late PM and his followers who are still following on his footsteps to continually deny the Sidama nations’ legitimate rights felt very sad and angry at him and his regime ever since.

Some of the key players in implementing an anti-Sidama polices in Sidama-land are the Sidama cadres who are all trading by the name of the Sidama nation involving the aforementioned culprit and his second mentor, the current PM Hailemariam Desalegn and numerous others Sidama pariahs all of who are good for nothing.  

Shiferaw Shigute (also known as Shiferaw Shuguxe) with central his governments and regional authorities premeditates, plans, implements and monitors the unlawful killing, extrajudicial arrests of civilians and Sidama professionals and more essentially who facilitates the blockage of Sidama regional rights to self-governance is still at large. Additionally, he ordered the closures of the only Sidama language primary Scholl in in its capital city Hawassa, seriously undermining the rights of Sidama children to learn with their mother tongues in their tender ages, where they form their identities. This person is such heinous for the entire times he had worked for, for the past over 15-17 years, and remains so and isn’t refraining from playing a wicked game against the legal, legitimate and constitutional quest of the Sidama nation.  

Kaala Baqaala also informs us that he is playing his ugly game against the interests of the Sidama nation as we speak. Unsatisfied with his previous numerous coward actions he played against the nation, Shiferaw Shugute is still playing his similar card both covertly and overtly. His anti-Sidama thirst is unquenched even after he has been uprooted from his regional post from where he used to terrorise the Sidama nation on daily basis. This brief, yet informative message Kaala Baqaala sent us reveals his barbaric ant-Sidama nature, which further help us to understand the gravity of his hideous roles in stifling Sidama nations’ just causes to its rights to regional self-administration. The nation must take an urgent action to officially denounce this pariah!

Since Jan 25/2014 the SNNPR cadres including the current PM Haile/Mariam Desalegne are holding an urgent meeting in his office to discuss about Sidama’s ongoing quest to its regional self-administration. As kaala Baqaala Wariyyo’s contact, almost 90% of the participants unanimously agreed to unconditional grant to Sidama nation of their rights to regional self-administration. The leaked information from the inner circles further affirms that only 10% involving Shiferaw Shugute are arguing against this. He cowardly leads the staunch opponents of such a grants.

Kaala Baqaala says their final decision will be open for public domain as soon as it’s being received and further advises the Sidama community at large how the aforementioned Sidama cadre is playing against the rights of Sidama nation whom he pretends legally representing as he remains accountable to Sidama nation. Therefore, the actions of this person and his accomplices must be categorically denounced and rejected by all Sidama and its friends from within Sidama land and beyond. The Sidama nation must be unconditionally granted its constitutional and legitimate rights!! All political prisoners from Sidama, Oromia, Ogadenia and others part of the empire must be released for the rule of law to become supreme.

The two who were identified as Mr Sulub Ahmed and Ali Hussein were members of the ONLF negotiation team that was in Nairobi for a proposed third round of talks. Other officials said the two were members of ONLF central committee.
ONLF officials who asked not to be named claimed security agencies from Ethiopia and Kenya were involved in the kidnapping. They had been invited for a lunch date at a restaurant near TSC headquarters on Sunday afternoon when they were abducted by men who were in three waiting cars.
One of the cars, a black Toyota Prado was seized and detained at the Turbi police station on Monday but the two were missing amid speculation they had been taken across to Ethiopia. Moyale OCPD Tom Atuti said there had been complaints of abduction of the two officials but they were yet to confirm who were behind it.
“The vehicle and driver are under police custody to establish if indeed he was involved in the alleged kidnapping of the officials,” said Atuti.
The ONLF officials who spoke in Nairobi said the two officials were invited by the Kenyan government for peace negotiations. “This is not the first time that such an incident happens and we urge that the government of Kenya provides us with security. We do not know the fate of our officials but we know they were taken to Ethiopia,” said an official who asked not to be named.
He asked Kenya, which took the responsibility to be a neutral venue, and as a facilitator to investigate fully the incident and request the Ethiopian government to return the abductees. Analysts say that this move may affect diplomatic negotiations between ONLF and Ethiopia brokered by Kenyan Government on 2012.
ONLF is a separatist rebel group fighting to make the region of Ogaden in eastern Ethiopia an independent state.
ONLF, established in 1984, demands for the autonomy of this region, and claimed responsibility for several attacks since the beginning of 2007 aimed at Ethiopian forces in the area, which the government considers a region under the new federal system.
There live nearly eight million people, mainly Somali. Because Ogaden is populated by many ethnic Somalis, the ONLF claims that Ethiopia is an occupying government. However, the Ogaden people are represented in the Ethiopian government by a number of groups, including the opposition Somali People’s Democratic Party (SPDP).

Ethiopia - Land for Sale


NGO’s and policy advocates say the true consequences of the land grabs are almost all negative [Reuters]

As the economy thrives, we examine the plight of Ethiopians forced from their land to make way for foreign investors.


Just a few decades ago, Ethiopia was a country defined by its famines, particularly between 1983-1985 when in excess of half a million people starved to death as a consequence of drought, crop failure and a brutal civil war.
Against this backdrop, it is impressive that in recent years, Ethiopia has been experiencing stellar economic growth. The headline statistics are certainly remarkable: the country is creating millionaires faster than any other in Africa; output from farming, Ethiopia’s dominant industry, has tripled in a decade; the capital Addis Ababa is experiencing a massive construction boom; and the last six years have seen the nation’s GDP grow by a staggering 108 percent.
But it is not all positive news, because for all the good figures there are still plenty of bad ones.
Around 90 percent of the population of 87 million still suffers from numerous deprivations, ranging from insufficient access to education to inadequate health care; average incomes are still well below $1500 a year; and more than 30 million people still face chronic food shortages.
And while there are a number of positive and genuine reasons for the growth spurt - business and legislative reforms, more professional governance, the achievements of a thriving service sector - many critics say that the growth seen in agriculture, which accounts for almost half of Ethiopia’s economic activity and a great deal of its recent success, is actually being driven by an out of control ‘land grab', as  multinational companies and private speculators vie to lease millions of acres of the country’s most fertile territory from the government at bargain basement prices. 
At the ministry of agriculture in Addis Ababa, this land-lease programme is often described as a "win-win" because it brings in new technologies and employment and, supposedly, makes it easier to improve health care, education and other services in rural areas. 
"Ethiopia needs to develop to fight poverty, increase food supplies and improve livelihoods and is doing so in a sustainable way," said one official.
But according to a host of NGO’s and policy advocates, including Oxfam, Human Rights Watch and the Oakland Institute, the true consequences of the land grabs are almost all negative. They say that in order to make such huge areas available for foreign investors to grow foodstuffs and bio-fuels for export - and in direct contravention of Ethiopia’s obligations under international law - the authorities are displacing hundreds of thousands of indigenous peoples, abusing their human rights, destroying their traditions, trashing the environment, and making them more dependent on food aid  than ever before.
"The benefits for the local populations are very little," said renowned Ethiopian sociologist Dessalegn Rahmato. "They’ve taken away their land. They’ve taken away their natural resource, because these investors are clearing the land, destroying the forest, cutting down the trees. The government claims that one of the aims of this investment was to enable local areas to benefit by investing in infrastructure, social services … but these benefits are not included in the contract. It's only left up to the magnanimity of the investor."
And those investors, he continued, are simply not interested in anything other than serving their own needs: "They can grow any crop they want, when they want it, they can sell in any market they want, whether it’s a global market or a local market. In fact most of them are not interested in the local markets.” 
He cited as an example a massive Saudi-owned plantation in the fertile Gambella region of south west Ethiopia, a prime target area for investors: "They have 10,000 hectares and they are producing rice. This rice is going to be exported to the Middle East, to Saudi Arabia and other places. The local people in that area don’t eat rice."
But the most controversial element of the government’s programme is known as 'villagisation' - the displacement of people from land they have occupied for generations and their subsequent resettlement in artificial communities.
In Gambella, where two ethnic groups, the Anuaks and the Nuers, predominate, it has meant tens of thousands of people have been forced to abandon a traditional way of life. One such is Moot, an Anuak farmer who now lives in a government village far from his home.
"When investors showed up, we were told to pack up our things and to go to the village. If we had decided not to go, they would have destroyed our crops, our houses and our belongings. We couldn't even claim compensation because the government decided that those lands belonged to the investors. We were scared … if you get upset and say that someone stole your land, you are put in prison. If you complain about being arrested, they will kill you. It's not our land anymore; we have been deprived of our rights."
Despite growing internal opposition and international criticism, the Ethiopian government shows no sign of scaling the programme back. According to the Oakland Institute, since 2008, an area the size of France has already been handed over to foreign corporations. Over the next few years an area twice that size is thought to be earmarked for leasing to investors.
So what does all this mean for the people on the ground? In Ethiopia – Land for Sale, filmmakers Veronique Mauduy and Romain Pelleray try and find out.
