Virtue of Secularism for Oromiyaa

By Ibsaa Guutama*
Oromo are one nation. They had democratic past from time immemorial. Historically, Oromiyaa had one religion. That religion did not interfere in the affairs of the state. In the same manner, the state did not interfere in exclusively religious matters. That did not mean that there was no support for each other. Both political (Luba) and religious(Qaalluu) institutions had areas of cooperation in cultural and ritual matters. But, secularism had given the nation an overall guidance in times of peace and war. True, Oromo did not only respect religion, but was also known for its tolerance of difference in thoughts. Discussing our heritage helps us understand our present. So, we should not lend our ears to evil wishers who intend to divide us.
With time, we will certainly find the way that suits all of us. The more we inquire and look at our surrounding critically, the more we develop consciousness about ourselves and the world we live in, then we realize the value and love we owe to our fellow Oromo with whom we have common country and common kaayyoo of liberation. Then, we also come to understand in depth the essence of Oromummaa. Oromiyaa is a land of many religions. Therefore, it has no better alternative than adopting secularism, if the nation has to survive in unity. Following, we shall try to see what we mean by it, and the advantage it can have for Oromo society.
By secularism, we mean noninterference of religion in the affairs of the state – be it administration, public education or other political affairs. In the same token, the state has no business to interfere in individual activities of religious concern. In short, it means faith is one’s own while the state belongs to all in common. That is based on the principle that the country belongs to all people under the state irrespective of what religion they prophesy. And, each individual has freedom of thought and is subject to his or her conscience alone. If one religion is entertained as a state religion, the state can have bias against all others. That, in turn, affects all rights of individual citizens.
During the days of emperors of Ethiopia, theTawaahidoo religion and the state were inseparable. The state provides the arms, and the church the guiding ideology. For its service, the church was given a third of the land. That means, it was a shareholder in the stake of the country. After the emperor, the church and the state were separated, and more or less, the privileges of the church were stopped. But, the interference of the state in church affairs continued to this day. The influence the state had in firing and appointing heads of the church can be cited as an evidence. Though the state declared itself a secular state yet, it has extended its intrusion to other religions as well. First, it banned the association ofWaaqeffataa. Now, interfering in the Muslim religion, it has provoked unforeseen protest ever.
Many Ethiopianist activists seem to bring to memory the old maxim, “Christian island in a heathen and Muslim sea.” Their problem is inability to integrate history and democracy. Some still take the Orthodox Church, the tricolor banner, and theHabashaa state as their sacred institutions. For this reason, they failed to develop a different outlook from that of their fathers. For non-Habashaa, the Habashaa “sacred” are symbols of their downfall, carried by the colonizer when marching to subdue them. To push them forward at this time helps only to widen the gap between peoples rather than breaching it. The church and the state together oppressed and exploited farmers who were their kin. They later together colonized free people to their south and mercilessly robbed them. A formation of secular state after the revolution of 1974 was thought to give some hope. The church is now a private spiritual institution run by believers supposedly, not a partner of the state. The church, instead of remaining a partner to the state, started to depend on contributions of those who followed it on their own free will. Previously, it lived on forced contributions of other believers. That has to be remembered.
The concept of modern secularism was probably introduced in western Christian countries. It seems that it originated from shortcomings of divine laws in responding to demands of developments in knowledge and technology. When discussing secularism, one has to bear in mind that it does not mean atheism. All citizens, including rulers, have freedom of thought and the right to worship in any manner they like. State law protects that right without discrimination.
That will be possible only if the state does not entertain any religion in particular. The state sanctions no religion; that means, there is no state religion or the state does not become religious. Religion has to be kept out of governance in a multi-religious state, but should be protected for individuals. Freedom of association is the right of all groups, including religious groups.
Inhabitants of a country face several problems in their worldly life. They need to solve such problems together. Advancement in technology, environmental developments, protection against disease, hunger and the elements require worldly methods like scientific researches. Religious tools are different for different religions, and are for advancement of individual spiritual well-being. They are not common to all inhabitants of the land. Therefore, for people’s material life difficulties, a common – all encompassing – method is required. Secularism advocates good for the advantage it gives to all members of society on this earth without any exclusion. In religion, good is advocated more for the benefit it has for the life after death. Therefore, to claim our country together, to develop common economic life, language and culture, we have to have laws common to all of us.
We can learn from history on how theocratic states persecuted the minority for heresy or apostasy. And, also how many scientists and philosophers ended on the stake or beheaded? We do not want that to be repeated. Under a secular democratic state, individual and minority rights are protected. Advancements in science and other fields of knowledge are encouraged. There will not be discrimination for creed, gender, race or color. Everyone has the right to be treated equally without discrimination and pursue any trade, religion or discipline of one’s choice.
Coming to Oromiyaa, it is hoped that all nationalists will be on the same page in their struggle for independence and against tyrannical rule. Together, they will make sure that all individual and group rights, including those of religion of fellow nationals, are not interfered with by any external or internal force. The abuse of individual rights should be taken as an abuse against the written and unwritten constitution of the nation.
Except Waaqeffannaa, all Oromo religions have people of the same faith outside Oromiyaa. Groups may try to enroll the external help for internal discordance. If that happens, it could lead to unending international tag of war that can be catastrophic for the survival of the nation. Therefore, it is incumbent with each national to act responsibly in matters of national integrity and sovereignty. Their innocent utterances could be misinterpreted and open a loophole, through which saboteurs could sneak in. They may even require to study in depth what their faith teaches. To borrow from the words of the Bible (Mathew 22:15-22) “Give back to Caesar what is Caesar’s and to God what is God’s.” A similar version is cited from Hadith (en Wikipedia.org, Islam and secularism) “If a question relates to your worldly matters, you would know better about it, but if it relates to religion, then to me it belongs.” Those are said to be words of the Holy Prophet. Some analysts smell sanctioning of secularism in both quotes.
Theoretically, all those that prophesy religions that originated in the Middle East are said to be brothers, and no boundary line should separate them. In reality, no country has spared another because they had similar religions. Evidences are the history of European and Arab countries. The Arabs would not have attacked another Arab country in coalition with Christians. The same with Europeans. For all, national interests came first. Nationalism has so far overcome even the most aggressive internationalism of the communists that promised good life for all working peoples of the world. Our national interests to live in a stable peaceful environment, and maintain control over our resources and defending our sovereignty should be our common primary objective. OnlyOromummaa will be our guide to achieve that.
Present Oromiyaa, we said, is the land where there are different faiths. No faith is superior to the other. The Oromo have struggled for their birth rights since they were colonized. They were denied their human rights, which include individual, civil and political rights. Their religions were relegated to second-class or to nonexistent. Their relentless struggle has forced the Ethiopian state to accept secularism in which there is no state religion or a religious state. For a nation, to live in peace is indispensable to be stable. In Oromiyaa, their rallying cry for freedom and independence isOromummaaOromummaa is the Oromo world outlook of liberation that takes all human beings as equals, and takes no any group as superior to any other. The Oromo society, like many others, has different groups – be them social, religious, tribal or ethnic. To administer all these with justice, equality and without discrimination, there must be a body of laws that governs them separate from their religious dogmas and group ethos. For that, the secular method is a panacea.
Now, at a time when we are struggling for our independence and when all odds are against us, to raise a sectarian debate is no less than a distraction, for that matter, a sabotage. It is not only being denied our legitimate rights to implement our right to national self-determination, but our rights of worship and expression are being muffled by the enemy. Be them rights of individuals or groups, all belong to our people, and to protect them is our common concern. No right denied to a citizen makes freedom of the nation complete. Therefore, we have to condemn together the interference of the empire state in citizens’ right of worship. We also oppose any suggestion that takes this as a pretext and try to mess up with our national integrity. Let it be also known that any utterance that refers to the Oromo nation as a“gosa” is taken as contemptuous and so unfriendly. The recent solidarity meeting in Minneapolis for our compatriots struggling back home has to be appreciated. For this writer, the speech made by the young Oromo Jawar Mohammed is appropriate for the occasion. But, different people may give different interpretation to any speech or writing; all are entitled to their opinion. But, any comment should have addressed the issues, not the person. In that way, we can learn from each other’s strong and weak points. These issues have far-reaching consequences and must be handled without any bias or idiosyncrasy. Unless the speech is evaluated line by line, point by point, and is based solely on an unbiased stance against the speaker, it could lead one to a mistaken conclusion. Let all have genuineness and tolerance towards each other. Let us give priority to our beloved Oromiyaa’s interest. Our struggle for an independent homeland and free people shall continue. Hand in hand, till victory, withOromummaa!

Ethiopia calls for dialogue as political turmoil escalates in Egypt

July 13, 2013 (ADDIS ABABA) - Ethiopian Prime Minister, Hailemariam Desalegn, on Friday urged Egyptian authorities to engage in national dialogue to defuse the deadly political crises in the North African nation.
While expressing regret over recent deadly incidents in Egypt, the Ethiopian Prime minister urged all concerned Egyptian parties to exercise restraint and avoid any further provocation or escalation of violence.
The Ethiopian Prime minister, who also is Africa Union (AU) chairperson, called on Egyptian leaders to promote peace, stability and development.
He further called on them to engage in an all-inclusive dialogue so as national reconciliation is maintained.
"He [Hailemariam] called upon all Egyptians to act responsibly and peacefully, to cooperate in an inclusive process involving all political groups in a spirit of responsiveness, cooperation and partnership", the premier’s spokesperson, Getachew Reda, said last night.
Earlier this month Egypt, in its second revolution; saw the ouster of its democratically elected leader, Mohamed Morsi, after he served in office only one year.
However Morsi supporters still continue their protests demanding his reinstatement as a legitimate leader of the country.
Dozens of protesters have been killed and many others injured in the ongoing clashes with Army.
The 54 member continental bloc, the Africa Union (AU), has condemned the overthrow of Morsi and warned to suspend the state from membership in accusations of constitutional violation by the Army.
"The Egyptian army’s removal of Morsi was in violation of the provisions of the Egyptian constitution and falls under the AU doctrine on unconstitutional changes of government", AU chief, Nkosazana Dlamini Zuma said in a statement issued on 4 july.
REGIONAL IMPACT
The Ethiopian Prime Minister further said political instability in Egypt will negatively impact the entire region, and also adversely affect peace and stability of the continent as a whole.
He said that "it was in the interests of Ethiopia, as well as of all Egypt’s neighbors, that there should be peace and stability in Egypt".
While calling on all Egyptian leaders to do their level best to prevent further violence, Hailemariam said that Ethiopia is following up the situation closely and he pledged his country would extend every necessary support to end to the chaos.
The Prime Minister went on to saying that the future of Egypt, can and should only be determined by the Egyptian people.
EGYPT-ETHIOPIA RELATIONS
Despite recent verbal confrontation between Egypt and Ethiopia over the construction of a new dam on the Blue Nile, the premier reiterated that Ethiopia would always remain a friend of Egypt and the Egyptian people.
Relations between Cairo and Addis Ababa deteriorated in June after Egypt threatened to take military action over the construction massive Hydro power plant - Grand Renaissance dam - which Ethiopia is building.
Ethiopia which is the source to over 85% of the Nile water resources downplayed Egypt’s threat saying it was only "psychological warfare" and further said Egyptians leaders won’t take military action as an option unless "they are out of their minds"
The East African nation further warned it was ready to defend any attack on its territory.
Egypt insisted the dam’s construction would reduce its water share granted under pre-colonial era treaty.
In his latest statement Hailemariam said "We are committed to continuing peaceful and mutually beneficial relations with the Egyptian people, and fully supported their aspirations for democracy, development and dignity".
"Ethiopia believes, as it has demonstrated on numerous occasions, that dialogue and discussion provide the necessary way forward to resolve disputes whether external or internal. It is also a near neighbour and deeply involved in the development of a mutually beneficial relationship with all the states in the Nile Basin including Egypt. It believes that all the riparian states will continue to work together to provide peaceful solutions to all current problems", the statement further said.

Boeing Dreamliner fire investigation under way

LONDON | Sat Jul 13, 2013 9:40am EDT
(Reuters) - Investigators started work on Saturday to establish the cause of a fire on a Boeing Dreamliner at London's Heathrow airport, a new setback for the high-tech model after it was grounded at the start of the year over battery problems.
The fire broke out on the plane, operated by Ethiopian Airlines, on Friday afternoon, when it was parked at a remote stand with no passengers on board, eight hours after arriving from Addis Ababa. No one was injured.
External scorching could be seen close to the plane's tail, in a different area from the bays containing batteries. There was no official indication of what could have caused the fire.
"The aircraft has been moved to a secure hangar at Heathrow and the investigation has begun," said a spokesman for Britain's Air Accidents Investigation Branch (AAIB).
The AAIB will lead the investigation, working alongside the U.S. Federal Aviation Administration and National Transportation Safety Board (NTSB), Ethiopian Airlines and Boeing, he said.
Separately, engineers from Britain's Thomson Airways were inspecting their own Boeing Dreamliner after it had to turn back during a flight on Friday from Manchester in England to Sanford in Florida because of an unspecified technical issue.
Boeing will be keen to reassure airlines, travelers and investors over the cause of the Heathrow fire as quickly as possible but under aviation rules it will be up to investigators to decide how much information to release and when.
Ethiopian Airlines, one of Africa's top five carriers, said it would continue to fly its Dreamliner fleet. It has ordered a total of 10 Dreamliners of which four have been delivered.
"The incident at Heathrow happened while the plane was on the ground and had been for more than eight hours and was not related to flight safety," the carrier said in an emailed statement on Saturday.
"After a normal flight from Addis to London passengers disembarked in the morning and the aircraft was cleaned. It was towed to a remote parking area as usual and parked properly with all internal and external powers switched off," said an official from the airline's public relations department.
BATTERY PROBLEMS
The Heathrow and Manchester incidents are a new blow for Boeing after the entire global fleet of Dreamliners had to be grounded for three months, ending in April, after one high-tech battery caught fire and another overheated.
Boeing shares closed down 4.7 percent at $101.87 on Friday, knocking $3.8 billion off the company's market capitalization.
Quoting Mark Mangooni, Ethiopian Airlines' senior manager in Britain, the Financial Times reported that airline staff had discovered a problem with the aircraft's air conditioning system during a routine inspection and had seen sparks but no flames.
The report did not make clear when this had happened. Reuters could not reach Mangooni for comment.
Heathrow briefly closed both its runways to deal with the fire, and a spokeswoman said on Saturday that the airport was back to normal operations, although it was still dealing with a backlog of delays and cancellations due to Friday's incident.
The Dreamliner's two batteries are in compartments located low down near the front and middle of the plane. Damage to the Ethiopian plane appeared to be on top of the fuselage, close to the tail, according to video from the scene.

Former NTSB Chairman Mark Rosenker said the Heathrow incident was extraordinary, coming so soon after the fleet had returned to service, but warned against jumping to conclusions.
"It's very early. No one knows where the fire started at this point," Rosenker told Reuters, adding it could be something as simple as a coffee pot left on in a galley.
A spokesman for GS Yuasa, which makes the Dreamliner batteries, said he had not received any information about whether or not batteries had been involved.
INNOVATIONS
The 787 is Boeing's biggest bet on new technology in nearly 20 years. It cost an estimated $32 billion to develop and Boeing plans to use hundreds of innovations such as its carbon-fiber composite skin and electrical system to enhance other jets.
The 787 Dreamliner fleet was grounded by regulators at the start of the year after batteries overheated on two of the jets within two weeks, including a fire in a parked Japan Airlines plane in Boston.
Boeing was forced to halt deliveries of the jet while it was grounded and airlines stopped ordering the plane at that time. Orders have since resumed and Boeing has logged 83 Dreamliner orders this year, bringing its current order book to 930 planes.
Boeing never disclosed the cost of the three-month grounding but said it absorbed most of the expense in the first quarter while still posting a 20 percent rise in profit. Its shares are up 35 percent this year, even after Friday's loss.
The plane which caught fire in London was the first of the 787 fleet to resume flight after the battery-related grounding.
A person familiar with the aircraft's configuration said the damaged area appears close to galleys and environmental control systems, but added that it was too early to link the fire to any specific equipment.
Several airlines said they were continuing to operate their 787s, including United Continental, Polish airline LOT, Japan Airlines and ANA, the world's biggest operator of the Dreamliner.
Ethiopian Airlines Dreamliners are powered by General Electric GEnx engines.

Fire aboard an Ethiopian Boeing 787 Dreamliner renews concerns

(CNN) -- A fire aboard an Ethiopian Airlines Boeing 787 Dreamliner Friday briefly shut runways at London's Heathrow airport and renewed concerns about the troubled aircraft.
No one was hurt in the fire, officials said, and details were unclear about the fire's cause or location aboard the plane.
The Dreamliner, which has been flying since 2011, has been closely watched since last January, when all 50 of the world's 787s were grounded due to overheating problems in its new light-weight lithium-ion battery system. The planes were allowed to return to service in April after Boeing engineered a solution that satisfied U.S. aviation authorities.
Heathrow reopened Friday evening after it had stopped all departures and arrivals for about an hour, the airport said. Boeing officials were at the airport to analyze the problem, the company said.
It's unknown if the battery system was associated with Friday's incident, but a statement released by Ethiopian Airlines said the jet had been "parked at the airport for more than eight hours" before the fire.
Friday's fire has triggered renewed doubt about the 787 among the aviation community, including former U.S. Department of Transportation Inspector General Mary Schiavo.
"If today's Boeing 787 problems are battery related," she tweeted, "the FAA may reconsider its decision to allow them to fly before NTSB identified" what caused the battery troubles.
The NTSB -- or National Transportation Safety Board, the United States' top aviation agency -- tweeted that it was sending an "accredited representative" to the airport to help the investigation. A statement from the Federal Aviation Administration said it was "aware of the situation" and was in contact with Boeing as officials "assess the incident."
The news sent Boeing's stock on Wall Street dropping more than 3%, sending a 0.1% shudder through other companies listed among the Dow Jones Industrials. Hundreds of millions of dollars are riding on the success of the Dreamliner, which represents a new generation of lighter, more efficient money-making airliners.
Dreamliner's lithium-ion batteries were blamed for two overheating instances this year in Boston and Japan. No one was hurt in either incident.
In March, the FAA approved a Boeing certification plan to fix the 787s' problematic lithium-ion battery system and prove the new design is safe. A team made up of experts from Boeing and from outside the company redesigned parts of the battery system in what they called a "robust" fix that included separating the battery cells, integrating a new charging system, and setting the batteries in a containment box that would vent outside the aircraft any smoke from overheating batteries.
The Dreamliner boasts high fuel efficiency because of the lightweight carbon composite materials used in its wings and fuselage.
Currently, United Airlines is the only domestic operator of the Dreamliner in the United States. In an apparent show of confidence in the new aircraft, United announced last month that it was ordering 20 additional Dreamliners, specifically the 787-10 model, a longer version of the plane.

Over the Water of the Nile

by SASHA ROSS
July 12, 2013 (Counter Punch) — Last week, Africa took another step towards what could become a terribly bloody war. The government of Ethiopia announced its plans to increase defense spending by 15 percent, claiming that the increase matches economic growth. The militarization, however, comes at a time of rising tensions between Egypt and Ethiopia over the water of the Nile.
The origin of the Blue Nile lies in Lake Tana, which sits among the mountains of the Ethiopian Highlands—the so-called Roof of Africa. The Blue Nile descends through the Misraq Gojjam and into the embattled grasslands of southern Sudan, before meeting the White Nile at Khartoum and flowing through the Nubian Desert, Lake Nasser, and Lower Egypt into the Mediterranean Sea. Beyond the crocodiles and impalas, millions of people have, throughout history, lived off the bountiful flood plains of the Nile. However, the river simply cannot sustain development in East Africa.
Due to shocks of famine caused by climate change-induced drought along with land speculation, the entire region has seen widespread revolt. In spite of the revolt, the government of Ethiopia seeking capital investment over popular consent is driving people from house and home throughout the countryside to make room for vast infrastructure projects to become Africa’s number one energy producer. One of these projects is called the Renaissance Dam, which would divert the flow of the Nile in order to provide hydroelectric power and the irrigation necessary to enhance agricultural development in Ethiopia.
The Renaissance Dam would serve the GDP, but not the people of Ethiopia. The dam would provide electricity to Ethiopians while also enabling Ethiopia to sell excess electricity to Egypt and Sudan (a promise that rings tinny in the ears of Egyptians who have always relied on the steady flow of the Nile). At the same time, Ethiopia’s agricultural development calls for greater irrigation as part and parcel to the New Alliance forged between the US, multinational corporations such as Monsanto and Yarra, and several other African countries. The plan may wind up sourcing water for monocrop plantations dedicated strictly to food commodities for export, while also generating a huge amount of electricity.
Still, the government of Ethiopia has held fast against threats from downstream Egypt, which worries that it may lose valuable water to the Renaissance Dam. Relying on accords from the colonial era and beyond (1929, 1959), 90 percent of the Nile’s water is siphoned off for use in Sudan and Egypt. The latter country receives over 90 percent of its water from the Nile. In 2011, however, upstream Nile countries such as Tanzania, Uganda, Sudan and Kenya signed a Cooperative Framework Agreement to enfranchise a Nile Commission that will divvy up the water more democratically. Egypt not only refused to sign on to the agreement, but has even threatened war should a drop of water be taken without its consent.
In 2010, a diplomatic cable uncovered by Wikileaks suggested that Egypt intends to put a military base in Darfur, Sudan, so that it can strike Ethiopian dams at will, if need be. Egypt vehemently denied the report, but major Egyptian politicians were caught on tape shortly thereafter discussing the possibility of air strikes and even proxy war using Ethiopian rebels as saboteurs.
Morsi would admit in early June that Egypt did not want war, but “would keep all options open.” He warned, “Our blood will replace any decrease of the flow of the river waters, even a single drop.” Within three weeks, it was Morsi himself who would be replaced. That the Egyptian military remains in power does not necessarily bode well, however.
As minister of water and irrigation Mohamed Nasr El Din Allam explained “The dam would lead to political, economic, and social instability. Millions of people would go hungry. There would be water shortages everywhere. It’s huge.” The major concern is not only that the dam would “regulate” the flow of the Nile, but that the water withheld from the natural stream would evaporate rapidly due to climate change (and may also be utilized for irrigation purposes if Ethiopia’s government so desires).
It was Mubarak’s military that in 2010 had already raised the ire of Ethiopia. Although Sudan has come out in favor of the Renaissance Dam, since it will inhibit siltation from compromising its own dams, Egypt’s bellicosity will likely not subside with Morsi’s decline.
The Nile is a large part of Egyptian nationalism. In 1979, the putatively peaceable Anwar Sadat exclaimed, “We depend upon the Nile 100 percent in our life, so if anyone, at any moment, thinks of depriving us of our life we shall never hesitate to go to war.” Even Boutros Boutros Gahali, as the Egyptian Foreign State Minister, prophesized that “the next war in our region will be over the water of the Nile, not politics.”
The Deputy Defense Minister of Saudi Arabia, Prince Khalid Bin Sultan, joined in the fray in March, declaring that “There are fingers messing with water resources of Sudan and Egypt which are rooted in the mind and body of Ethiopia. They do not forsake an opportunity to harm Arabs without taking advantage of it.” While it is not clear exactly whose fingers the Prince sees messing around with Ethiopia’s water (even the World Bank refuses to finance the dam), the Saudi ambassador to Ethiopia disavowed the Prince’s words, opening up a kind of empty rhetorical space of international hegemony.
On June 12, 2013, the Chairperson of the African Union Commission, Dr Nkosazana Dlamini Zuma, tried to even out the situation: “Both countries need to use the Nile and I think it is important to just have discussions that are open… not in the context of colonial power, but in context of pan-Africanism and African renaissance.” Yet the notion of sharing the Nile may completely alter the Egyptian water plans, requiring vast bureaucratic adjustments that will prove all but impossible in the interim years between revolution and the brass ring of stability.
According to a Cairo University study written by the Group of Nile Basin, Ethiopia’s Renaissance Dam project “in the eyes of the majority of Egyptians amounts to a flagrant assault on all the basic fundamental laws and the international norms.”
Given popular animus against the Renaissance Dam, as well as Ethiopia’s steadfast pursuit of the project, there is worry that the current military government of Egypt will see a fight as a chance to rally a politically tumultuous climate. It is in fact very possible that Eastern Africa is on the brink of war over the same resource that brought life to the first humans—the water of the Nile.
