Ethiopia Intelligence, Security Services Powers Extended

The Ethiopian government has announced plans to transform the National Intelligence and Security Service (NISS) into an autonomous federal government office.
This is expected to strengthen its ability to act on national security issues and ensure it can respond to issues today and in the future.
The National Intelligence and Security Service (NISS) was established in 1994/95 as the Security, Immigration and Nationality Affairs Authority. Its name was changed to the NISS in 2006/07.
On Tuesday, the plan to re-establish the NISS was presented to the House of People’s Representatives.
Three reasons were given: To strengthen the NISS to allow it to protect and defend the sovereignty of the country, the constitution and constitutional order; to determine the power, duties and accountability of the NISS to promote peace, development, democracy and good governance; and build a modern and strong NISS, loyal and resilient to the constitution and constitutional order of Ethiopia and conscious of national and international interests 
The aim of the NISS is to protect national security by providing quality intelligence and reliable security services. Under the plans presented, it is accountable to the Prime Minister.
The proclamation preventing the establishment of other intelligence and security institutions has given other powers to the NISS.
The agency has a wide permit to lead intelligence and security work both inside and outside Ethiopia, formulate national security and intelligence policies and establish and run intelligence and security training institutions.
Under the new plans, the NISS will also work with foreign intelligence and security organisations to share intelligence and conduct joint operations.
It will also investigate domestic or foreign threats to the constitution and constitutional order, threats to economic growth or governance within Ethiopia and collect intelligence.
It will also lead on national counter-terrorism co-operation and co-ordination and represent the country in international and continental counter-terrorism relations and co-operation.
The service will follow up and investigate terrorism and extremism and collect information. 
Its security role includes providing and controlling immigration and nationality services to Ethiopian and foreigners, studying and submitting to the government service charge rates and implement same upon approval; providing the necessary service for refugees based on the Refugee Proclamation and in co-operation with other appropriate organs; leading aviation security activities, providing aviation security services and coordinating other aviation security stake holders in accordance with the Ethiopian Aviation Security Proclamation; providing security protection to the president and prime minister of the country as well as to heads of states and governments of foreign countries in collaboration with other relevant organs. 
Girma Seifu, the only opposition MP, said that NISS employees should be separate from the civil service, in the interests of professionalism.
He said they should also have different ID cards to distinguish them from support staff. “Other support staff might use the ID to harass people as they might not have the ethics,” he said.
He cautioned that the new NISS should provide security to society and should not intimidate people

Knife Attack On Oromo refugees In Egypt

The attack on Oromo refugees in Egypt has continued as we speak. Attached is a picture of a young man attacked by a knife on July 6 as he and his friend were looking for dinner. His friend survived the knife attack by running away. If you can read Afan Oromo you can see their dire situation they are in (below) from the message their chairman sent me. Abdi Obsa and Yusuf Bariso were going to look for dinner when three Egyptian men attacked Abdi at around 9pm on his left hand saying “you are among the Ethiopians who demonstrated in front of the UNHCR and complain against our people. Your country is cutting our Nile and you blame our people to UNHCR.”

They were three young Egyptian men who tried to beat them and finally attacked Abdi on his left hand as shown on the attached picture. Abdi said they felt angry with foreigners and said to them we are done with Mursi and we will remain with you.

At this moment, one of them three pulled out knife and attacked Abdi on his left hand. They also tried to attack Yusuf Bariso and he manged to ran away with Abdi in order to save their lives.  We took them to 6 October hospital, and also reported to police station. We kindly ask the UNHCR office to take necessary steps to move our people to safer place in Cairo.

According to many Ethiopia Medias and FBI has foiled an attempt by the Ethiopian government to assassinate anti weyane or TPLF. Please note here I said the Ethiopian government since there seems to be no thin line between the TPLF party and the government. Why I am not surprised? I am not surprised because for the TPLF violence is sanctioned by the party leaders as a legitimate tool to achieve political, economic and military dominance.

In Ethiopia they are known for carrying weapons conspicuously, brandishing them at will and revealing in their thuggish behaviour. They are the kind that administers summary judgment on street corners, bars and clubs.
How was TPLF Chairman, the recently departed Ethiopian Prime Minister Meles Zenawi able to achieve this goal in Ethiopia? The simple truth is by using violence to silence, intimidate, and eliminate his and the party’s actual or perceived enemies using any means necessary. You do not need to be a Sherlock Holmes to detect this pungent smell of gun powder around most Woyanes.
Mengistu Hailemariam prepared the perfect ground for TPLF to flourish. He has already disarmed the population, delegitimized the family system and used the lowest denominators to be in charge of the Kebeles. TPLF inherited a demoralized, confused and tired population to mold in its own image.

The first target of this terrorist organization was the OROMOS educated citizen. The University was stripped of its most experienced and independent thinkers. In ’94 the University was a former ghost of itself. The political system was dealt in a harsh way.
Violence was the main calling card of the TPLF. Every opportunity he got the sick dictator used to trash our country and our history and every opportunity they got his security department used to bully, intimidate and made to cower with fear. My dear fellow citizens, you know there is nothing new in what I am telling you. Some have witnessed it, plenty have experienced it and a vast majority would try not to think about it. The shame is unbearable.
One thing about TPLF is it is not a behind the curtain type of organization. It practically advertises every hit and all illegal acts. They use their criminal action to send a clear message to the citizen. That is why they insist that all are aware and versed on their mode of operation. They use their Television news, their newspapers and radio to send warning messages before they take action. When the unthinkable happens some are heard to say ‘he/she was warned but refused to listen-they deserve it!” You see the victim assumes the blame.
They have been systematically killing any and all emerging Oromo’s. They have goon squads that go around intimidating anybody they perceive to be a challenge. They use beating and flogging opponents to shame them in front of family, friends and a whole village. They use blackmail as a tool. They use the law to break the law. Meles used to amend the Constitution in a weekend. Even the Constitution is not worth any respect. Once you trash the Constitution what is on your way? As Oromos in exile we should take the actions of these criminals seriously. It is true there is no criminal without the victim. Sometimes it is unfortunate things happen but you really can’t leave your door open and cry about being robbed do you? It is time we accept responsibility. WE OROMO people that are facing the brunt of TPLF abuse should wake up and face their coward enemies. By now it should be clear silence is not the answer. The one year and half anniversary by our Muslim citizens is clear indication the regime does not listen to reason. The steadfastness of our Muslim brother should be applauded and emulated by the rest of us. The call by our Orthodox and protestant church and WAKEFETA OROMOS in exile for every one of us to safeguard our religion and our country is a timely reminder.
The fact that we have muscle now is a very empowering feeling. The cooperation between our OLF and as.
Woyane dogs are not going to wake up one morning and pack and leave.We have to push them out. That is the only proven way. Anything else invites more abuse.

Despite George Santayana’s admonition that those who forget history are condemned to repeat it, we, Oromos, are better forgetters than rememberers.

Holocaust survivor and Nobel Laureate Ellie Wiesel once wrote: “without memory, there is no culture. Without memory, there would be no civilization, no society, no future.” We, Oromos, must heed Ellie Wiesel’s words. We must memorialize the Aanolee and Calanqoo genocides. We must ensure that the Aanolee and Calanqoo victims and lessons are never forgotten. We must commemorate, each year, the thousands of innocent men, women and children massacred at the hands of the Abyssinians during the most heinous chapter in Oromo history – colonization. We must pay tribute to the courage of the Oromo people in that time of gravest peril.

But to honour the victims, it is not enough simply to remember. Truly remembering the Aanolee and Calanqoo genocides must also be an understanding and an undertaking.

On one hand, it is an understanding that we continue to live under occupation – oppressed, exploited, and dehumanized. Although the name “empire” has been removed from the constitution, Ethiopia remains an empire. And the relation of Oromiya to Ethiopia is still colonial. The current Ethiopian government and other Abyssinians forces are using the mantra of Ethiopian unity or one Ethiopia (Ethiopian empire in disguise) to protect ill-gotten gains and privileges enjoyed at the expense of our people.

We see it in in the number of Oromo political prisoners.

We see it the continued harassment of Oromo elders, intellectuals, artists, students and businesses.

We see it in the ethnic cleansing policy of the Ethiopian government. The Ethiopian government purposely arms minority groups and back-stops them through special police force in order to kill and drive Oromos away from their ancestral land.

We see it the land grabbing, without compensation, where Oromo farmers are being driven from their ancestral homes and land they rely on to grow food to eat. The goal is to uproot the thriving Oromo communities and make them landless slave labourers in their own homeland with untold misery and suffering.

We see it in the systematic economic marginalization of Oromos.

We see it in the high level of unemployment among Oromo youth.

We see it in the wanton destruction of Oromiya’s environment – burning forests and destroying the flora and fauna.

We see it in the reckless exploitations of Oromiya’s natural resources with no regards whatsoever for the sustainability and environmental concerns.

We see it in the low quality education deliberately devised for Oromiya region.

We see it in the absence of Oromo students in higher education.

We see it in the continued negative re-branding of Oromos – systematic demonization of anything and everything about Oromo – while they continue to further whitewash their historical wrongs and get mired in mass self-hypnosis to glorify their myths as history.

We see it in everything that has been done to deprive Oromos of any element of power (be it at regional, judicial, municipal, or local levels). Even within the surrogate organizations such as the OPDO, the power base resides with non-Oromo members. Of course, within Oromiya, the coercive machinery of the state is virtually manned by non Oromos.

On the other hand, it is an undertaking of a solemn responsibility to fight for our freedom. Here, the decisive factor to bear in mind is that national liberation movements such as ours are historically and socially progressive forces fighting to end the colonial bondage. So, history is on our side and that is why the Ethiopian colonial policy of suppression and exploitation of Oromos is doomed to defeat, slowly, but surely.

Finally, I would like to call upon all the diaspora Oromo communities, starting 2014, to make Aanolee and Calanqoo Memorial Days realty. Moreover, we need our historians to provide us with vivid accounts/facts about the Aanolee and Calanqoo genocides and tell it the way it should be told so that we can establish fixed date(s) for the annual commemoration and teach the current and future generations to ensure that those memories are never lost. We must use it as source of passion and creative fire to light the Orommummaa flame in each and every Oromo soul in order to re-dedicate and re-strengthen our resolve to free ourselves from the colonial yoke, once and for all.

Oromiya shall be free!
