የሀዋሳ መስፋፋትና የሲዳማ ህዝብፈተና!

ከቅርብ ዓመታት (1950ዎቹወዲህ ከተመሰረተቱት ከተሞች አንፃር ሐዋሳ ጥሩ የሚባልእድገት ጎዳና ላይ እንዳለች የሚታወቅ እውነታ ነው፡፡ በተለይም ተፈጥሮ በለገሰቻትውበት ምክንያት ሁሉም ሰው ለማለት በሚያስችል መልኩ ልቡ ወደ ሀዋሳ ሽፍተዋል፡፡ነጋዴዎች  ጎብኝዎች የመንግሥትና መንግስታዊ ያልሆኑ ድርጅቶች ምርጫና መሰብሰቢያአየሆነች መታለች አዳሬ-ሐዋሳ፡፡ ይህንን የህዝብ ፍልሰትንና ፍላጎት ለማስተናገድናለማርካት ይመስላል የተለያዩ ሰማይ ጠቀስ ህንፃዎች (የማን ናቸው?)መበራከትጀምረዋል፡፡ የተጠቀሱት ሁሉ የከተማዋን ተጨማሪ ውበት ስለምሰጡ ጥሩ ናቸው፡፡ከዚህም ያለፈ የተለያዩ ፀሐፊዎች ስለ ሀዋሳ ውበት፣ ሳቢነት፣ ሳብነቱን ተከተሎ እየተከሰቱያሉትን ወጣ ያሉ ተግባራትንና የሀዋሳ ሂሊውና የሆነው የሀዋሳ ሀይቅ ብክለትናስለተደቀነበት ፈተና ጽፈዋል፤ ለሚመለከታቸው ይጠቅማል ያሉትን አስተያየቶችንምለመሰንዘር ጥረት አድርገዋል፤ የሚሰማ ከተገኘ፡፡ ነገር ግን የዚህ ፅሑፍ አዘጋጅ ትኩረትለመስጠት የሚፈልገው የከተማውን ያልተጠና መስፋፋትን ተከትሎ እተጎዳ ስላለውህብረተሰብና ስለተደቀነበት አደጋ ይሆናል፡፡
ከላይ የተጠቀሱት የከተማይቱ መሳጭ ጎኖች ቢኖሩትም በዛው ልክ ደግሞ የህዝብ መከራየሚያበዙ፣ ከአካባቢ ወጣ ያሉና የምዕራባውያን ባህል መበራከትና ነባሩን የአካባቢውንባህልና ትውፍት በመዋጥ ረገድ ከፍተኛ አሉታዊ ተፅዕኖ ያሳድራሉ፡፡ ይህ ወጣ ያለ ነገርእንዳይከሰት ለህዝብና ባህሉ የሚቆረቆር ስርዓት መገንባትና ስርዓቱን የሚመሩ ሰዎችምየአካባቢውን ባህልና ትውፍት በሰለጠነ መልኩ ለጎብኝዎችና ለአዲስ ከታሚ ህዝብበማቅረብ የባእድ ባህልና አሰራሮች ቦታ እንዲያጡ ማድረግ ኃላፊነት ከሚሰማው የህዝብመሪ የሚጠበቅ ተግባር ነው የሚሆነው፡፡ ነገር ግን ይህ ነገር በሀዋሳ ከተማ ተኩረትየተሰጠው አይመስልም፡፡
በሌላ በኩል የአካባቢው ኅብረተሰብ በኢኮኖሚ እራሱን ችለው ለሌሎች ሀገር በቀልአገልግሎቶችን ማቅረብና መሸጥ በሚችል መልኩ ቀደም ተብሎ ሊቀረጽና ለከተሜነትእራሱን ያዘጋጀ ዜጋ በሂደት መፍጠርም ወሳኝ ጉዳይ ሆኖ ሳለ በዚህ ረገድም ምንምየሚታይ ነገር የለም፡፡ ይልቁንም ከተማ ያለቅጥ እየተስፋፋ ዘራፊዎች” በር እየከፈተይገኛል፡፡ የከተማው አመራር ለአካባቢው ህብረተሰብ ድንገት አካባቢው እንደተወረረያረዳና ከአርሶ አደርነት ወደ ከተሜነት እንደተሸጋገሩ በአንድ ገጽ ማስታወቂያ ያሳውቃል፡፡ከዚህ በኋላ መሬት አይታረስም፤ አርሶ አደር የነበሩ “ከተሜዎችም” አርሶ በምግብፍጆታ እራሳቸውን ከመቻልና የተረፈውንም ለገበያ ከማቅረብ ፋንታ ሊሸምቱ ገበያመውጣት ይጀምራሉ፡፡ በአንድ ጎጆ ስር የተሰበሰቡ የአርሶ አደር ልጆች እያደጉ ሲመጡናየራሳቸውን ጎጆ ቀልሰው መውጣት ቢፈልጉ የሚቻል አይሆንም ምክንያቱም በከተማታቅፈዋላ፡፡ አልፎም ህገ ወጥ ግምባታ ሰሪዎች ተብሎ የሚደርስባቸው እንግልት በጣምከፍተኛ ነው፡፡ በአንፃሩ ደግሞ አከባቡ በከተማ አስተዳደር ስር መታቀፉን ያወቁመሬት ነጋዴዎች” አካባቡን ይወሩታል፡፡ ገዝተው ይሸጣሉ፤ ሽጠውም ይገዛሉ፡፡
አሁን ባለው ተጨባጭ ሁኔታ ሀዋሳ በሁሉም አቅጣጫ በፍጥነት እየተስፋፋች ትገኛለች፡፡አሰፋፉ ደግሞ ቅድመ ጥናት ያልተደረገበትና ወሰን ያልተበጀለት ሲሆን አዲስ ጎብኚዎችናለመኖር በሚወስን ሰው ብዛት ብቻ ድንገት የሚለጠጥ ነው ብሎ ደፍሮ መናገር ይቻላል፡፡የከተማው አስተዳደር ለዚህ አፋጣኝና ዘላቂ መፍተሄ በመስጠት የከተማዋን ወሰንከማበጀት ይልቅ “ነጋዴዎች” እና አዲስ ከታሚው ኅብረተሰብ ሄዶ የሰፈረበትንበመከታተል ብቻ የሀዋሳ ክልል እያደረገ የራሱን የፋይናንስ ምንጭ አማራጮችን ያሰፋል፡፡
ለዚህ ጠሩ ማሳያ የሚሆነው ያለአካባቡ ህብረተሰብ ፍላጎት ተከልለው አዲሱ ሊዝአዋጅ” መሠረት እየተሸነሸኑ ለጨረታ የሚቀርቡና ከህዝብ ዘርፎ መንግሥትን የማበልጸግስራ እየተሰራባቸው ያሉት የሃላዴ፣ የዳቶ ኦዳሄና የቡሹሎ አካባቢዎች ተጠቃሽ ናቸው፡፡በተጨማሪም ከዚህ በፊት ከሀዋሳ ክልል ውጪ የነበሩ አካባቢዎችን ድንገት የከተማውአካል በማድረግና ”ለልማት ተፈልገዋል” በማለት አርሶ አደሮችን ያግድና መሬቱንጦሙን ያሳድረዋል፡፡ ከዚህም አልፎ ወጣቶች ከወላጆቻቸው በሚያገኙት ቁራጭ ቦታ ላይየራሳቸውን ጎጆ እንዳይቀልሱ ይከለክላል፡፡ በዚህም ምክንያት የሀዋሳ አካባቢ አርሶ አደሮችሞፈርና ቀንበራቸውን በተሰቀለበት ከተው ሰንበተዋል፡፡
የሲዳማ የባህል ሽማግሌዎች ቁጭ ብሎ ከሚዳኙበት ባህላዊ የዳኝነት ስርዓት ቦታዎች(Gudumaale) ከመገፋታቸውም አልፎ ቡሉኳቸውንና በትራቸውን አስቀምጠውያለወትሯቸው በጉልበት ሥራ የሚተዳደሩና ከእጅ ወደ አፍ የሆነ ኑሮ በስቃይ የሚገፉሆነዋል፡፡ ለዚህም ያልታደሉ አቅም የለላቸው አዛውንቶች ወደ ከተማይቱ ተበትነውየሰውን እጅ ማየት የተለመደ እየሆነ መጥተዋል፡፡ በዚህ ምክንያት ግጭቶችን በባህላዊናቀለል ባሉ መንገዶች ያለምንም ወጪ መፍታት በሐዋሳ አካባቢ እየቀረ መተዋል፡፡ ስለዚህሁሉም የሚካሰስ፣ የሚፋታና ለሙስና የታጋለጠ(ፍርድን በብር የምያገኝእየሆነመተዋል፡፡ወጣቶች ወደ ከተማ ገብቶ በሙያቸው ተወዳድረው እንዳይቀጠሩ በቂ ቅድመማዘጋጃ ነገርና የሙያ ትምህርት ደረጃ ስላላደረሷቸው ጎዳና ተዳዳሪነትና የወጣት ተጧርነትእጣፋንታቸው እየሆነ መተዋል፡፡
በአንፃሩ ደግሞ መንግስትና ተባባሪዎቻቸው ከከተማው በሚገኝ ገቢ ላይራቡ ጠግበዋሉ፡፡እንዳይታረስ የተከለከለው መሬት እየተቆረሰ በልማት ሰበብ ታልፎ ለባለሀብቶችይሰጥና በቅጡ ለምቶ እንኳን መሬታቸውን ለተነጠቁት ቅድምያ የስራ እድል ሳይፈጥሩታጥሮ ይቀመጣሉ፡፡ መሬቱን በመቸርቸር ጥቂት የመንግስት አፈቀላጠዎች በሀብት ላይሀብት  በቤት ላይ ቤት እየደራረቡ መኖራቸውን ቀጥለዋል፡፡ ከላይ የተዘረዘሩትናሌሎችም መዘዞች ዋናው ምክንያት ለህዝብ ያልቆመና የህዝብ ድምፅ ለመስማት ፍቃደኛካለመሆኑም በላይ በሙስና የተጨማለቀ የመንግሥት ስርዓት ሀገርቷን ጨምድደውበመያዙ ነው፡፡ በሌላ በኩል መንግሥት ለከተማ ልማትና እንዱስትሪ ያለው መረዳትናፖልሲ ከከተማ ያለቅጥ መስፋፋትና የጥቂት ሀብታሞች ሰማይ ጠቀስ ህንፃዎች መበራከትየዘለለ አለመሆኑ ነው፡፡
የሀዋሳ ያልተጠና መስፋፋትና አደጋ ለሌሎች የሲዳማ ዞን ከተሞችም እየተረፈ እንዳለለማንም በተለይም በቅርበት ለሚከታተለው ሰው ግልጽ ነው፡፡ ለምሳሌ ወዶ ገነት ካላትየተፈጥሮ ሀብትና ኢኮኖሚ ምንጭነቷ በርካታ የስራ አጦችን በማስተናገድ እፎይታመፍጠር በሚችል መልኩ እራሱን የቻለና የተደራጀ ከተማ መፈጠር ይቻል ነበር፡፡ ላኮ፣ሞሮቾ፣ ዶረ ባፋኖና ቱላም እንደዝሁ፡፡ ግን ምን ያደርጋል አልሆነም፡፡ ምን ቢሆን?
ወጣቱን፣ አዛውንቱንና ሌሎችን የአካባቢውን ነዋሪ ባህል  አኗኗርና እኮኖሚ በማይጎዳመልኩ ከተማ መስፋፋት የሚችልበትንና የራሱ የሆነ ህጋዊ ወሰን (definite city boundary) ቢኖረውና በዚህ ወሰን ውስጥ ብቻ ማደግ(ወደላይና ወደ ጎን)የሚችልበትን አሰራር በጥልቀት በመፈተሽና ተግባራዊ ማድረግና አጎራባች ከተሞችምእራሳቸውን ችለው እንዲቆጠቁጡ ማድረግ ቢቻል የተሻለ ይሆናል የሚል እምነት አለኝ፡፡ 

ወጣቱንና አምራች ኃይል ብሎም ሁሉንም የአካባቢውን ኅብረተሰብ ወደ ከተሜነትየመሸጋገርያ ጊዜ በመስጠት ከግብርና ውጭ ሌሎችን የገቢ ምንጮችን እንዴት መፍጠርእንደምችሉ በማስተማርና ቀድሞ በማዘጋጀት በተለይም ወጣቱ ክፍል በሙያ የበለጸገ ሆኖወደ ከተማ በመግባት ተወዳደሪ የሚሆንበት አሰራር በጣም ትኩረጥ ተሰተው መጤንያለበት ጉዳይ ነው፡፡
በሌላ በኩል የተቀሩትን ኅብረተሰብ ክፍሎችን (ያልተማሩትን፣ ሴቶችን፣ አረጋውያንናየባህል አባቶችንየነበረውን ባህላዊ ስርዓታቸውን፣ የአኗኗር ዘይቤያቸውንና የገነቡትንማህባራዊ ህይወታቸውን ሳያፈርሱ (ሳይለቁእርሻቸውን እያረሱ እና ባህላዊ ስርዓታቸውንእየከወኑ የሚኖሩበት ቦታ በማዘጋጀት ማስፈርና በከተማው ውስጥ ደግሞ ልጆቻቸውንየሚያስተምሩበትን ቤት መስሪያ ቦታ በመስጠት የከተማውን እድገት እንከን የለሽና የነገእጣፋንታው የጥቂቶችን እጅ የሚመለከቱ ሰዎች የበዙባት ከተማ ከመሆን ማዳንይቻላል፡፡ ማን ይችላልህዝባዊ መንግስት፡፡
አለየለም፡፡ ምን ይሻላልታግለው ህዝባዊ መንግሥት ማቋቋም ነዋ!! ቸር እንሰንብት!
